国家鼓励并推进三网融合,允许电视、电信等传统行业的服务内容互相渗透。有线电视可以经营互联网,电信部门也可以传输电视频道。但到了2011年中,有关部门放话说,迄今为止,政府没发放过一张IPTV的服务牌照。言下之意,就连电信自办的IPTV也是非法的。真是自相矛盾!
The state encourages and promotes the integration of triple play and allows service contents of traditional industries such as television and telecommunications to penetrate each other. Cable television can operate the Internet, telecom departments can also transmit television channels. However, by mid-2011, the authorities said that so far, the government has not issued a service license for IPTV. The implication, even the telecom-owned IPTV is illegal. Really self-contradictory!
