在我国,社会保障预算的理论探讨已经进行了几年,但实践推进一直没有突破。辽宁省作为全国社会保障的唯一试点省份,应该为全国社会保障预算编制探索道路、摸索经验。确定社会保障预算的目标模式,明晰其操作思路,抓紧抓实、尽快建立全省的社会保障预算,是财政部门一项亟待解决的重要课题,也是全省社会保障试点工作应探讨的工作内容之一。本文从辽宁省社会保障预算的现状入手,求寻找到合适的社会保障预算目标模式和进行操作设计。
In our country, the theory of social security budget has been discussed for several years, but there has been no breakthrough in practice. As the only pilot province for national social security, Liaoning Province should explore the national social security budget and explore experiences.
