一、前言近几年来,由于我省(河北省)坚持了“经济繁荣、交通先行和三个一起上、一起干”的汽车运输发展政策,全省公路运输能力迅速提高。据统计,1990年全省从事营业性公路运输的汽车已达16万辆之多,共完成营业性公路客运量2.2亿人,旅客周转量110多亿人公里;营业性公路货运量2.4亿吨,货物周转量12.74亿吨公里。从而促进了流通、缓解了城乡居民乘车难和货物运输难的问题。二、当前汽车机务管理存在的主要问题由于汽车运输业发展迅猛,新旧管理体制交替,管理跟不上,公路运输业出现了车辆盲目发展,承包短期行为严重,个体车辆
