实施西部大开发战略,为青海提供了历史性发展机遇。那么,青海要发展必须做好“人才”这篇大文章;必须要有与之相适应的人才队伍,人事部门就是要紧紧围绕中央的战略决策和省委、省政府的既定目标,做好人事人才工作,加快人才培养,加大人才资源开发力度,为经济发展提供人才保障和智力支持。敢革开放二十余年,青海在开发、引进和调动人才积极性方面做了大量卓有成效的工作,人才资源状况得到了很大改善。但是人才资源现状不容乐观:人才总量不足,人才层次偏低,人才结构性矛盾突出,人才流失尚未得到有效遏止,人才竞争处于劣势等。搞好西部大开发,归根结底靠的是人才。面对人才资源开发存在的困难和挑战,青海省人事人才工作的根本出路在于创新,在于制定超常规的人事人才政策,下大力气做好留住人才,引进人才,用好人才这方面工作。

To do a good job of developing the western region in the final analysis depends on talent. Faced with the difficulties and challenges in talent resource development, the fundamental way out for personnel and personnel work in Qinghai Province is to innovate in the formulation of unconventional policies on personnel and personnel, and make great efforts to retain qualified personnel, introduce qualified personnel and make good use of qualified personnel.
