党的十八大,十八届三中、四中、五中全会对加强法治政府建设、加快水利改革发展作出全面部署,明确提出要科学治水、依法治水。习近平总书记强调,水安全是涉及国家长治久安的大事,全党要大力增强水忧患意识、水危机意识,从全面建成小康社会、实现中华民族永续发展的战略高度,重视解决好水安全问题。
The 18th CPC National Congress, the 3rd, 4th, 5th Plenary Sessions of the 18th CPC Central Committee made a comprehensive plan to strengthen the building of a government under the rule of law and speed up the reform and development of the water conservancy. It clearly proposed that water should be scientifically managed and water should be treated according to law. General Secretary Xi Jinping emphasized that water safety is a major issue concerning the long-term peace and stability of the country. The entire party must vigorously enhance its awareness of water-related issues and water crisis and the strategic height of building a moderately prosperous society in an all-round way so as to achieve sustainable development of the Chinese nation and attach importance to solving water security problems.
