旅游服务贸易较少涉及国家经济安全,因而开放程度大、创汇能力强。随着开放程度的加深,当旅游服务贸易与外汇管制挂钩时,问题就变得复杂起来。在外汇管制上,我国对出境旅游持谨慎态度,对入境旅游持宽容态度,对外国旅游服务商持严格态度。依入世旅游承诺,外资独资子公司已被允许进入我国,发展旅游服务贸易如何与外汇管制政策协调配合成为我们亟需解决的问题。为此,有必要严格对旅游服务商的外汇管制,坚持整体外汇政策不动摇。但在出境旅游外汇管制的具体数额上可做适度放宽。旅游服务贸易可通过其他方式发展,外汇管制不是限制其发展的根本原因。
Travel service trade involves less national economic security, so a large degree of openness, ability to earn foreign exchange earnings. As the degree of openness deepens, the problem becomes complicated when the trade in tourism services is linked to foreign exchange controls. In foreign exchange control, China is cautious about outbound tourism, tolerant of inbound tourism and has a strict attitude towards foreign travel service providers. According to the promise of WTO accession, wholly foreign owned subsidiaries have been allowed to enter our country. It is an issue that we urgently need to solve in order to develop coordinated development of tourism service trade with foreign exchange control policies. To this end, it is necessary to strictly regulate the foreign exchange controls on travel service providers and insist on unswervingly carrying out the overall foreign exchange policy. However, the specific amount of foreign exchange control on outbound tourism can do moderate relaxation. Trade in services can be developed in other ways, and foreign exchange controls are not fundamental to limiting its development.
