今年初国务院颁布的《失业保险条例》和《社会保险费征缴暂行条例》,将社会保险覆盖而扩大到包括国有企业、城镇集体企业、外商投资企业、城镇私营企业和其他城镇企业及其职工。由于此项工作点多、线长、面广、情况复杂,落实难度大,目前进展程度不一,有的地区“扩面”工作进展缓慢,不尽人意。笔者认为应采取如下措施:一、在宣传上要多形式,有重点,着眼实效。扩大社会保险覆盖面是社会保险攻坚的一项硬任务,要让非公有制企业及其从业人员依法参加社会保险。加大宣传力度:一是在宣传形式上,要利用各种新闻媒体,多渠道多角度营造依法参加社会保险的舆论氛围。二是在宣传对象上,要以私营企业、个体工商户和非公有制企业的法人 Earlier this year, the State Council promulgated the “Unemployment Insurance Regulations” and the “Provisional Regulations on the Collection of Social Security Fees”, extending social insurance coverage to include state-owned enterprises, urban collective enterprises, foreign-invested enterprises, urban private enterprises and other urban enterprises and their workers .
