教育部《关于积极推进中小学评价与考试制度改革的通知》指出,现行中小学评价及考试制度与全面推进素质教育的要求还不相适应,突出反映在强调甄别与选拔功能,忽视改进与激励的功能;注重学习成绩,忽视学生全面发展和个体差异;关注结果而忽视过程,评价方法单一;尚未形成健全的教师、学校评价制度等。为了配合素质教育的全面推进和新课程改革的全面实施,进一步贯彻落实《中共中央国务院关于深化教育改革全面推进素质教育的决定》和《国务院关于基础教育改革与发展的决定》精神,促进教育创新,本刊特发关于新课程理念下的评价理论与实践专题文章,以推动学校评价与考试制度改革。
