我国碳排放权交易已经初见成效,突破碳排放权交易进一步展开的瓶颈必须通过法律进行全面的规定和强力的推行。根据我国的实际情况,碳排放权交易应当从细化立法和强化执行两方面来予以强势推进。在完善制度设计的同时,循序渐进地不断扩大碳排放权交易辐射的范围,以期为推动碳减排助力,为我国低碳经济转型借势。
China’s carbon emissions trading has achieved initial success, breaking through the bottleneck of further carbon emissions trading must be fully implemented by law and strong implementation. According to the actual situation in our country, carbon emissions trading should be strongly promoted from the aspects of thinning legislation and strengthening enforcement. While perfecting the system design, the scope of emission trading of carbon emission rights should be expanded step by step so as to boost the carbon emission reduction and to take advantage of the transformation of low-carbon economy in our country.
