在天津,“电气华佗”李刚、“技能大师”周利军、“革新能手”吴永生等一批新时期“知识技能型”工人,可谓家喻户晓。与此同时,天津职工队伍的整体素质和结构也在悄然发生变化,拥有较高技能的工人越来越多。近年来,天津各级工会组织创新激励机制,会同多部门建立和完善技术创新和技能竞赛、成果展示、考核评估、技能鉴定、表彰激励等系列激励制度,在政府政策引导和工会组织大力推动下,学技术、比技能正成为天津广大职工的自觉选择。
