文章对如何解决动态评价防护林体系区域性(通常为一个行政县)生态效益问题进行了研究。调查、搜集了黑龙江省半干旱地区“三北”防护林建设县近30年的气象因子(温度、湿度、风速等)、农作物产量、森林覆被率等数据。经研究分析,确定了防护林体系区域性生态效益评价指标体系应由植被指标体系和气象指标体系两部分组成。前者包括森林覆被率指标、农作物产量指标;后者包括风速变化指标、气温变化指标和湿度变化指标。经计算构造了生态效益综合评价指数,并用该指数评价了肇州、安达二县防护林体系建设以来生态效益的动态变化。评价表明:在1988年前安达县生态效益好于肇州县,此后,肇州县生态效益超出了安达县
The paper studies how to solve the problem of dynamically evaluating the ecological benefits of the regional shelterbelt system (usually an administrative county). The survey collected the data of meteorological factors (temperature, humidity, wind speed, etc.), crop yield and forest cover rate in the past three decades of “Three Norths” shelterbelt counties in semi-arid areas of Heilongjiang Province. After research and analysis, it is determined that the evaluation index system of regional ecological benefit of shelter forest system should be composed of vegetation index system and meteorological index system. The former includes forest cover rate indicators and crop yield indicators; the latter includes wind speed indicators, temperature indicators and humidity indicators. The index of comprehensive evaluation of ecological benefits was calculated and used to evaluate the dynamic changes of ecological benefits since the construction of shelterbelts in the two counties of Zhaozhou and Anda. Evaluation shows that: Before 1988, Anda County ecological benefits better than the Zhaozhou County, since then, Zhaozhou County ecological benefits beyond the Anda County
