在预算外资金管理工作中,收费票据的管理是一项基础性工作。管好了收费票据,就管好了收费源头。为了管好收费票据,通过几年的实践,湖北省潜江市探索出了一条票据管理“八化”之路。1.管理网络化。潜江市自从1995年成立预算外资金管理局以来,从上至下建立了票据管理班子,专抓此项工作。预外局指定一名分管业务的副局长专门管理全市的票据工作;预外局下设一个费政科,具体指导;市直4个收费站和17个乡镇预外所分别安排票据专管员,专门管理票据领、销、存、报等常规工作。每年还组织一次全市票管员培训,交流成功的作法,
