《中共中央、国务院关于卫生改革与发展的决定》明确指出,我国卫生事业是政府实行一定福利政策的社会公益事业,以满足公众健康需求作为卫生服务机构的主要目的[1]。然而,我国公立医院运转和发展主要靠医疗收费、服务收入自行支配,相当一部分公立医院按照营利性模式运营,公立医疗机构公益性淡化,市场趋利现象显著,引起基本卫生服务可及性下降,卫生服务的适宜性降低,以及服务质量和效益亟待提高[2]。其原因有国家投入不足,体制不健全;也存在医疗机构及医务人员对公益性认识不足,执行不力的问题。本文就公立医院公益性建设展开探讨。
The Decision of the Central Committee of the Communist Party of China and the State Council on Health Reform and Development clearly states that the cause of health in China is a social welfare undertaking with certain welfare policies implemented by the government to meet the public health needs as the main purpose of health service agencies [1]. However, the operation and development of public hospitals in our country rely mainly on medical fees and service revenues, and a considerable number of public hospitals operate in a for-profit model. Public medical institutions are weakened in public interest and the market is facing a significant profit-taking trend. As a result, access to basic health services is declining, The suitability of health services is diminishing, and the quality of services and benefits need to be improved [2]. The reason for this is that the state is under-invested and the system is not perfect. There are also problems that medical institutions and medical staffs do not have enough understanding of the commonweal and their implementation is not effective. This article discusses the public hospital public welfare construction.
