根据山东省水资源现状、受害成灾面积、黄河来水变化及全省工农业发展的目标 ,按目前供水量 ,一般情况下 ,2 0 0 0年缺水 1 2 0亿 m3,2 0 1 0年缺水 2 35亿 m3.充分分析了全省水资源供需矛盾的长期性和发展农业高效用水的紧迫性 .在分析全省自 1 970年以来农业节水措施的基础上 ,进一步认识到农业节水在缓解全省水资源紧缺矛盾中所起的重要作用 .同时 ,为了农业节水的进一步发展 ,提出了存在的工程标准较低、运行管理不健全等问题 .围绕可持续发展 ,进一步提出了全省不同类型区的节水途径及今后实现农业高效用水的对策
