住宅小区停车位所有权可能归属开发商、中介公司、全体业主以及个别业主等。倘若以住宅小区停车位权属关系为依据,住宅小区停车位的收费可以划分为市场主导的服务型收费、所有业主主导的协商型收费以及个别业主主导的情感型收费。市场收费制度构建以价值规律为准则,但政府应留意住宅小区停车位收费垄断问题;协商收费制度构建应突出住宅小区业主大会或者委员会的主导作用,但制定收费标准应区别对待;情感收费制度构建属于个人行为,可以上升到法律层面约束,但更应强调伦理道德之制约。
Ownership of residential quarters may belong to developers, intermediary companies, all owners and individual owners.
