预算单位在银行开设的账户,是财政收支活动的载体和出入口。加强和规范预算单位银行账户管理是加强财政资金管理、确保财政资金安全,从源头上治理和防范腐败的一项根本措施。近年来,我县在规范预算单位银行账户的设置和管理方面取得一定的成效,但仍有部分单位存在多头开户、资金分散、核算不规范难以管理等问题,影响财政精细化科学化管理,阻碍资金的有效利用。
