榆阳区位于陕西省榆林市北部,水库移民涉及5座中型水库。榆阳区5座中型水库移民现状人口是1 884人,5座水库的移民人口全部分布在榆林城区北部沙草滩地区,耕地土壤沙漠化现象比较严重,气候干燥,春、秋两季风沙大,土壤沙漠化,植物覆盖率低,生态环境脆弱,群众的生活生产条件较为恶劣,榆阳区一直坚持对库区移民进行后期扶持工作。依据库区移民后期扶持监测评估依据和原则,通过对近年来榆阳区库区移民后期扶持状况进行监测评估,针对历史移民实施前基本情况和后扶规划、建设和发展规划目标进行对比分析,结果显示,榆阳区后期扶持政策落实到位,机构和制度建设健全、责任明确,后期扶持政策的实施效益明显,榆阳区后期扶持政策目标基本实现,同时对搞好后期扶持政策继续实施提出合理建议,为科学决策提供符合实际的参考。

Based on the monitoring and evaluation basis and principles of the post-resettlement support in the reservoir area, by monitoring and evaluating the post-resettlement support situation in the Yuyang reservoir area in recent years, aiming at the basic situation before the implementation of the historical resettlement and the planning goal of the post-resettlement, construction and development, The results show that the post-supportive policies of Yuyang District have been put in place, the institutions and systems are well-established, the responsibilities are clear, the implementation benefits of post-supportive policies are obvious, the post-supportive policy targets of Yuyang District are basically achieved, and the reasonable implementation of post-supportive policies is reasonable Suggestions for scientific decision-making to provide a realistic reference.
