要:文章采用数据包络分析方法(DEA),对河北省11个地市级退耕还林工程的生态效率进行分析。结果显示:河北省11个地市级区域中,仅有廊坊市全技术效率值为1,表明其退耕还林工程资源配置合理;其他10个地市级区域的全技术效率均低于1,表明其资源利用不充分,存在冗余。投入冗余率较高的植被恢复类型是封山育林,表明在现有产出的生态效率水平下,封山育林的投入面积过多;产出不足率较高的指标是涵养水源,表明在现有投入水平下,涵养水源的产出有待提高。在此分析基础上提出对策建议。
To: The article uses Data Envelopment Analysis (DEA) to analyze the ecological efficiency of eleven municipal-level reforesting projects in Hebei Province. The results showed that only the total technical efficiency of Langfang was 1 in 11 prefecture-level regions in Hebei Province, indicating that the allocation of resources for returning farmland to forestry project was reasonable. The other 10 prefectural-level regions had lower total technical efficiencies of less than 1, Indicate its resource utilization is not sufficient, there is redundancy. The type of vegetation restoration with high redundancy rate is closed hillside afforestation, indicating that under the current output level of eco-efficiency, the area of closed-cut afforestation is too large; the indicator of high output deficit rate is water conservation, indicating that under the existing input level Under the water conservation output needs to be improved. Based on this analysis, suggestions are put forward.
