2002年以前,张黎明先生一直在政府机关企财管理部门任职,曾提出过建立政府出资人财务管理制度的设想,并参与研究制定了《企业国有资本与财务管理暂行办法》。2002年,中国电子科技集团公司组建,他被选聘担任总经理专务助理,协助总经理主管财务工作。履新不久,即建立了一套完整的财务运作体系。由于这套体系在集团公司的全面推动,使中国电子科技集团公司成立的第一年就实现了开门红,销售收入和利润全面增长30%,张黎明由此受到集团嘉奖。那么,集团公司财务究竟怎么管?张黎明有自己独到的见解和体会。
Prior to 2002, Mr. Zhang Liming has been serving in the wealth management department of government agencies. He proposed the idea of establishing a financial management system for government sponsors and participated in the study and formulation of the “Interim Measures for the Administration of State-owned Capital and Financial Management of Enterprises.” In 2002, China Electronics Technology Corporation set up, he was hired as general manager assistant, to assist the general manager in charge of financial work. Shortly after assuming the new position, a complete financial operation system was established. As the system was fully promoted by the group companies, the first year of the establishment of China Electronics Technology Group Corporation achieved a good start with an overall increase of 30% in sales revenue and profits.
