党的十四届五中全会明确提出:要着眼于搞好整个国有经济,通过存量资产的流动与重组,对国有企业实施战略性改组。各级政府已经把资产重组作为“转变经济增长方式”和“抓大放小”的战略举措,并开始有意识地培育和发展产权市场,注重发挥产权市场在国有资产重组与结构调整以及企业改革中的作用。企业也越来越多地利用兼并收购来实现其经营战略目标。
