笔者针对近年来水灾对河北省畜牧业的影响,结合统计数据和实地调研结果,重点分析了建国以来邢台地区水灾发生的特点及其对当地畜牧业造成的损失情况。邢台地区畜牧业在应对水灾风险过程中存在防范意识不强、应急处理机制不完善、风险分散不完善等问题,笔者提出应从科学建设畜禽舍、完善应急机制、建立风险补偿基金等角度出发,建立针对当地畜牧业实际情况的防灾、抗灾、救灾措施。
