由于倾销给进口国的民族工业带来严重危害,因此,自1947年关贸总协定施行后,世界各国和国际贸易组织纷纷制定反倾销措施,作为继高关税、配额许可证等壁垒手段之后的一种新型经济保护政策。实践证明,反倾销抵制倾销行为、保护本国幼稚产业、维护本国公平竞争的市场环境发挥重要作用,被誉为开放市场的“安全阀”,为世贸组织所确认。我国也于1997年3月25日颁布《反倾销和反补贴条例》。经过一段时期的沉默,直到1997年10月16日,吉林造纸（集团）有限公司等九家中国造纸企业才联合申请国家有关部门对来自美国和加拿大的新闻纸进行反倾销调查,打响了中国企业反倾销的第一炮。
