2004年春,中共中央、国务院发出《关于进一步加强和改进未成年人思想道德建设的若干意见》的通知,要求各级电视台有条件的要开少儿频道或少儿栏目,从增强爱国情感做起,弘扬和培育以爱国主义为核心的伟大民族精神。中国电视艺术家协会影视中心响应中共中央的号召,决定制作以加强未成年人思想道德建设为内容的电视剧,剧名定为《家有儿女》,形式为情景喜剧。
