迅速而有效的控制鼠疫的传播有二个根本要索:第一,迅速发现人间鼠疫病例或疫鼠的有效监测系统;第二,通过使用有效灭虫剂迅速控制全部体外寄生虫.有效监测系统也是防止动物流行病或地方病发展,阻止进一步流行的最好方法.尽管鼠疫病人偶然有机会可由鼠疫疫区迁移到非感染区,但鼠疫国际传播很少见.通常该病发生急剧,致使被感染者在染疫地点就发病.尽管如此,比目前更好的鼠疫报告制度,将大大有助于鼠疫的预防和控制.
