经国家科委与日本外务省经济协力局商定,由交通部邀请,日本港湾技术研究所软基处理专家小林正树先生来我国进行45天讲学、考察和技术交流活动。1984年11月19日～22日在我院进行参观访问。在我院期间,除参观各研究所外,主要是在土工研究所进行参观和技术座谈。为了增进双方的相互了解,土工所负责人介绍了土工所的人员组成及分组情况、研究课题及多年来所取得的主要研究成果。小林正树介绍了港湾技术研究所土质部的简况。介绍表明,两个研究单位 At the invitation of the Ministry of Communications, Mr. Kobayashi Kobayashi, an expert on soft foundation processing by Japan’s Institute of Harbor Technology, came to China for 45 days of lectures, expeditions and technical exchanges through agreement between the State Science and Technology Commission and the Japanese Ministry of Foreign Affairs and Economic Cooperation Bureau.
