2011年11月9日,央视“新闻30分”栏目报道称国家发改委正在调查中国电信和中国联通涉嫌宽带接入领域垄断问题,如果事实成立,中国电信和中国联通可能被处以数亿至数十亿元的巨额罚款。此消息一出,两家公司股票应声下跌,大幅跳水。随后12月2日,两家公司同时发出声明,承认与其他骨干网运营商之间的互通质量未达标准,并同时提出整改方案和中止反垄断调查的申请,承诺大幅提升网速和光纤覆盖率,下调宽带资费。历时一个月的宽带垄断事件,在以中国电信和中国联通两大巨头认错中短暂的告一段落。在此次事件中,“互联互通”这个词也被越来越多的媒体所提及。
