加入WTO(世界贸易组织)从总体上看,对我国利大于弊。但是,由于“入世”后,我国将按照世贸组织的要求实行关税减让、市场准入、非关税贸易保护逐步取消等措施,国内某些行业,将面临严峻的生存危机。其中,石油工业将面临来自国外更直接、更激烈的冲击。对此,我们必须认真对待,早作筹谋。 “入世”对石油工业的影响 对上游的油气开采业而言,原油价格已和国际油价接轨,“入世”后基本不会受到大的冲击。但我国油气田企业人员多,成本高,东部油田已步入开采的中后期,西部油田接替仍有困难,加上国际原油价格波动等原因,“入世”后,对下游的冲击仍然会波及到上游企业。
Joining the WTO (World Trade Organization) Overall, our country outweighs the disadvantages. However, since China’s accession to the WTO, China will implement such measures as tariff concessions, market access and the gradual elimination of non-tariff trade protection as required by the WTO. Certain industries in China will face a severe crisis of survival. Among them, the oil industry will face more direct and more intense impact from abroad. In this regard, we must take seriously and make plans early. Impact of WTO on Petroleum Industry For the upstream oil and gas exploration industry, the price of crude oil has been in line with the international oil price. After entering the WTO, it will not be greatly affected. However, there are many personnel in oil and gas field in our country, and the cost is high. The eastern oilfield has entered the middle and later stages of mining. The western oilfield is still difficult to replace. With the international crude oil price fluctuation and other reasons, after the accession to the WTO, the impact on the downstream reaches the upstream enterprise.
