新型农村社会养老保险制度的建立(下称新农保),使广大农民的基本生活得到了保障。但是,当前二元社会保障模式决定了城镇社会保障和农村社会保障之间存在较大的差异,无法在短期内实现完全意义的城乡一体化社会保障体系。因此,在农村社会保障和城市社会保障之间需要建立一种新的社会保障制度,即农民市民化社会保障制度,通过构筑一个阶梯,打造城、乡社会保障之间相互沟通、相互连接和相互转化的平台,逐步实现农村社会保障向城市社会保障的过渡,最终实现在全国建立以社会公正为基础的城乡一体化的全社会保障体系的目标。
The establishment of a new type of rural social endowment insurance system (hereinafter referred to as “new agricultural insurance”) has ensured the basic livelihood of the broad masses of peasants. However, the current dual social security model determines that there is a big difference between urban social security and rural social security, and that it is impossible to realize a complete sense of urban-rural integrated social security system in a short period of time. Therefore, a new social security system needs to be set up between rural social security and urban social security, that is, farmers should make the social security system public. By constructing a ladder, the social security between urban and rural areas can communicate with each other, connect with each other and each other And gradually realize the transition from rural social security to urban social security and eventually achieve the goal of establishing a social security system based on social justice as a whole in urban and rural areas.
