1进行动态的全过程造价控制(1)重视工程前期阶段的造价管理。对于投资金额大的项目,可以先上报设计方案,从技术和经济的角度出发,选择一个最优方案。而对金额少的项目直接进行工程设计。每个工程项目编制的施工图预算,应上报给项目主管部门审查,待项目批复后,再组织实施。(2)要对设计部门的设计变更进行考核。在签订设计合同时,应有设计变更考核条款,当设计变更原因造成预备费超过一定比例时,要对设计单位进行处罚,在设计费结算时扣除。(3)做好工程竣工结算工作。结算不能超预算,预算不能超概算。
