The separation of the party and government and the implementation of the president’s responsibility system are a major reform of China’s corporate and enterprise leadership system. It is a need to adapt to the new situation, complete new tasks, and do a good job of “four modernizations”. It is an inevitable result of the development of our country’s history. Since the founding of the People’s Republic of China, we have experienced a system of responsibility for division of labor under the leadership of a long-term system and the leadership of the Party Committee, a unified leadership system under the leadership of the Revolutionary Committee, and a division responsibility system under the leadership of the Party Committee. These systems have already fulfilled their historical mission and continue to exist, with more harm than good. First, it is not conducive to the party’s efforts to focus on its own development and affects the good quality of this team; second, it is not conducive to some experts and knowledge.
