深化图书馆内部改革的核心是推进人事制度改革。而要搞好人事制度改革,引入竞争机制又是必不可少的环节。就这方面,连云港市图书馆作了一些探索,取得了一些成绩,同时也深刻地体会到,进行人事制度改革是一项复杂而艰巨的工作。它既要胆量,又要周密思考,精心安排,这样才能达到以最少的痛苦、最和平的方式走完这一必然的过程。我们的基本做法是:
