教育公平是社会公平的基础,残疾人教育公平问题又是教育公平的重要方面。教育公平包括受教育权利平等与教育机会均等两个基本方面。受教育权利的平等是社会公平和公正的内在要求,争取残疾人受教育权利平等是追求社会公平的一个重要方面。在现实生活中,虽然仍有学校拒收残疾人的事情发生,但总体而言,这已不是主要问题,更重要的是残疾人教育机会均等的问题。教育机会均等包括三个方面的内容:一是个体入学机会均等,即进入各级正规学校的入学机会均等;二是受教育过程的均等,即在受教育过程 Equity in education is the basis of social justice.
