世界经济发展史证明,出口初级产品并非发展中国家贫穷落后的原因,初级产品的出口也是经济增长的发动机。我国经济要全面发展不能忽视初级产品的出口,而且要充分利用“返关”给初级产品创造的机会进一步开发初级产品出口市场,鼓励和支持各种初级产品的全面增长。在“返关”后,扩大初级产品出口应注意通货膨胀和国际传导,并尽量将初级产品基地建在落后省份以发挥其资源优势。
The history of world economic development proves that the export of primary products is not the cause of poverty in developing countries. The export of primary products is also the engine of economic growth. China’s economy must be developed in an all-round way without neglecting the export of primary products, and we must make full use of the opportunities created by the “returning” to primary products to further develop primary product export markets and encourage and support the overall growth of various primary products. After “returning”, expanding primary product exports should pay attention to inflation and international transmission, and try to build primary product bases in backward provinces in order to exert their resource advantages.
