文章分析我国基于电子信息技术的远程高等教育的历史进程,界定了两次跨越式发展,并阐释了其思想基础,认证了远程高等教育独立存在的地位和价值;进一步指出,当前我国远程高等教育正在进行着第三次跨越式推进。教育指导思想,从为错过学习时间的人提供学习机会,进行大规模补偿性教育,提供“教育服务”,促进教育大众化,延伸到服务“三农”,面向我国社会最大的群体,以科学的发展观,统筹城乡教育,促进全面小康社会建设;提出基于现代远程教育,强化县电大建设改变高等教育布局,通过高等教育资源的共享、教学模式和管理模式的改革等措施,探索“一村一名大学生计划”的可持续发展。
This article analyzes the historical process of distance higher education based on electronic information technology in our country, defines two leaps and bounds, and explains its ideological foundation, and verifies the status and value of the independent existence of distance higher education.
