随着社会转型与政策的不断调整,各类信访问题明显增多,民政部门的信访压力也越来越大。在众多信访人群中,信访问题按内容大致可分为申诉类、检举类与建议类三种。但除此之外,还有一类上访者比较特殊,其信访目的不在于信访问题得到解决,而是将信访作为一种彰显自我价值或发泄情绪的方式。根据这类信访的特点,我们暂且称之为“发泄类”信访。对于这类信访,用处理信访问题的一般方式方法往往达不到化解问题
With the continuous restructuring of society and policies, the number of letters and visits of various types has increased markedly, and the pressure of letters and visits by civil affairs departments has also been increasing. Among the large number of petitioners, the petition issue can be broadly divided into three categories: appeals category, prosecution category and suggestion category. But in addition, there is a special type of petitioner whose purpose of petitioning is not to solve the problem of petitioning, but to use petition as a way of demonstrating self-worth or venting emotions.
