苍南县地处浙南东南沿海,鳌江下游南岸,全县陆域总面积1261.8平方公里,地势由西南向东北、东南倾斜,西部高山峻岭,源短流急,海岸线长168.8公里,迂回曲折,平原河网纵横交错。特定的地理位置和地形特点,决定了苍南县具有丰富的水利资源的同时,也易发洪、涝、旱、风、潮等自然灾害,严重制约了全县经济和社会的持续健康发展,对人民的生命财产安全也构成了重大威胁。为此,加快水利基础设施建设,保障人民生命财产安全,是我们水利部门的一项重要职责。在“十五”计划实施的开局之年,苍南县水利工作在县委、县政府的正确领导下,在省、市水利部门的指导和水利局全体干部职工的共同努力下,在加快水利基础设施建设方面取得许多可喜的成绩。先后建成中型骨干水利工程和小(三)型以上水库86座,总库容1.25亿立方米;堤防
