胡浩、朱立毅在2012年6月26日新华社网撰文指出:国家食品药品监督管理局26日发布《关于做好农村义务教育学生营养改善计划餐饮服务食品安全监管工作的指导意见》指出,农村学校营养餐应坚持以学校食堂供餐为主,校外餐饮服务单位供餐模式为辅,严格限制家庭托餐准入。指导意见说,实施营养改善计划是一项重大民生工程,监管部门应抓紧对辖区内实施营养改善计划的学校食堂食品安全状况开展全面排查,摸清底数,并建立监管信用档案。
