公民被要求证明“你妈是你妈”事件,展现的是中国当代行政方式变革的一个硬伤。行政职能转变,带来行政方式的创新。中国行政方式的创新,经历了从方便政府到方便市场、方便社会、方便民众的变化。改革开放以来,行政方式变革的成就自不待言,但也存在无法回避的各种实际问题。政府职能越位、错位、空位,无疑使行政方式变革陷入一种持久徘徊反复的困厄。要改变这种趋势,关键在于建立民众权利中心的行政方式,推进服务行政、科学行政、民主行政和依法行政。
Citizens were asked to prove that “your mom is your mother” shows a flawed injury to the transformation of China’s contemporary administrative system. The innovation of China’s administrative mode has experienced the changes from the convenience of the government to the convenience of the market, the convenience of the society and the convenience of the general public. Since the reform and opening up, the achievements of the administrative reform have not to be mentioned, but there are also various practical problems that can not be evaded. The offside, dislocation and vacancy of the government function will undoubtedly make the change of the administrative mode fall into a kind of long-lasting and persistent distress. The key to changing this trend lies in establishing the administrative mode of the people’s rights center and promoting service administration, scientific administration, democratic administration and administration by law.
