(一) 长期以来,我们的企业管理水平不高,经济效益跟不上人家,原因之一就是企业应有的自主权没有拿到手,积极性、创造性被束缚。近几个月来,我们在省、市领导的重视和支持下,把支持改革、“松绑”放权,帮助企业拿到权、用好权,,落实承包制,作为经委党委的工作重心,以整党的精神,要求认真落实“松绑”放权。至目前,省、市有关部门围绕着人事、劳动、生产经营、资金使用等方面,把管理权利下放给企业。(1)干部任免权,厂长(经理)有权提出副职人选报主管部门批准,有权提名或聘请任免企业中层干部。(2)人事调配权,在市区内企业一般干部和工人的调动,企业有权经过协

(1) The cadre’s appointment and removal rights, the director (manager) has the right to submit the deputy person to the competent department for approval, and has the right to nominate or hire the middle-level cadre of the company. (2) Personnel redeployment rights, the mobilization of general cadres and workers in urban areas, enterprises have the right to pass the agreement.
