“办好开放大学”是《国家中长期教育改革和发展规划纲要(2010-2020年)》战略部署的教育发展任务之一,这不仅得到了政府和社会各方面的高度关注,也为全国广播电视大学系统的改革与发展指明了方向,确立了目标。作为国家教育体制改革试点项目“探索开放大学建设模式”的重要组成部分,北京开放大学的建设得到了北京市委、市政府的高度重视,将其作为完善首都高等教育体系结构、加快学习型城市建设、建立灵活开放的终身教育体系的重大战略举措和终身教育体制机制建设的重要试验项目。《北京市中长期教育改革和规划纲要(2010-2020年)》中明确了北京开放大学的具体建设任务,并列入了“十大重点建设项目”和“教育现代化试验城市”终身教育体制机制建设试验。北京开放大学建设已作为北京市实施国家教育体制改革试点项目和北京市政府深化教育体制改革的重点任务与折子工程积极推进。所有这些,对于北京广播电视大学来说,既是新的机遇,又是新的挑战。面对机遇和挑战,北京广播电视大学基于自身远程教育和开放教育经验,积极学习国际先进的办学理念,开展了关于开放大学建设的广泛讨论,科学规划并大力推进北京开放大学的建设。经过两年多的理论和实践研究,在开放大学建设的指导思想、办学理念、建设目标、改革措施、保障措施等方面进行了一系列的探索与改革。本刊从本期开始以“建设北京开放大学的新探索”为主题,特别策划了针对北京开放大学建设的笔谈,以期聚焦北京广播电视大学在建设开放大学道路上进行的讨论与尝试,探讨在新的历史机遇和挑战中北京开放大学的建设路径。本期选取了一组北京广播电视大学中层管理人员对建设北京开放大学的思考,包括对开放大学建设中关键问题的梳理和思考,英国开放大学办学特色对开放大学建设的启示,开放大学的人才队伍建设,建设北京开放大学的财务保障等。希望这些从理论和实践层面总结的思考和讨论,在开放大学建设的实践中得到进一步的深化,形成具有战略意义和启迪性质的思想成果和实践策略,以更好地指导北京开放大学的建设,并为全国的开放大学建设提供有价值的参考。
“Running an Open University” is one of the educational development tasks for the strategic deployment of the “National Medium and Long-term Education Reform and Development Plan (2010-2020)”. The Beijing Long-term Education Reform and Planning Outline (2010-2020) clarifies the specific construction tasks of Beijing Open University and includes “Ten Key Construction Projects” and “Education Modernization Test City” Lifelong education system and mechanism construction test. The construction of Beijing Open University has been actively promoted as a pilot project of implementing the national education system reform in Beijing and the key task of the Beijing municipal government in deepening education system reform. All of these are both new opportunities and new challenges for Beijing Radio and Television University. Faced with the opportunities and challenges, based on its own experience in distance education and open education, Beijing Radio and Television University actively studied the internationally advanced concepts of running a school, conducted extensive discussions on the construction of open universities, scientifically planned and vigorously promoted the construction of Beijing Open University. After more than two years of theoretical and practical research, we have conducted a series of explorations and reforms in the guiding ideology, school-running philosophy, construction goals, reform measures, and safeguard measures for opening up the university.
