对比分析了俄罗斯CП108-34-97《水下穿越工程规定汇编》和中国GB50423-2007《油气输送管道穿越工程设计规范》。在适用范围上,前者是针对某一条管道水体穿越工程的企业标准;后者是国内油气管道穿越工程的通用标准。在安全理念上,前者以相对安全距离要求保障事故后的人员和财物安全;后者以管道强度要求保证管道运行安全、预防事故发生。在设计安全性方面,前者计算的钢管穿越壁厚不足后者计算壁厚的70%,更强调以节省投资为前提的材料潜能的发挥。中亚天然气管道水体穿越工程,综合应用两国规范,有效保证了管道工程设计施工的科学性和安全性。
A comparative analysis of the Russian CП108-34-97 “compilation of provisions of the underwater crossing project” and China GB50423-2007 “oil and gas pipeline project design specifications.” In the scope of application, the former is a corporate standard for crossing a project of pipeline water body; the latter is a common standard for the crossing of oil and gas pipelines in China. In the safety concept, the former requires relatively safe distance to ensure the safety of personnel and property after the accident; the latter requires the pipeline strength to ensure the safety of the pipeline and prevent the accident. In terms of design safety, the former calculation of steel pipe through the wall thickness of less than 70% of the calculation of the wall thickness, more emphasis on saving investment as the premise of material potential to play. Central Asia natural gas pipeline water through the project, the comprehensive application of the two countries norms to effectively ensure the pipeline engineering design and construction of scientific and security.
