十六届三中全会提出了坚持以人为本、全面协调、可持续的发展观,在强调完善我国社会主义市场经济体制改革的同时,特别强调树立科学的发展观,坚持以经济发展为中心,在优化结构、提高质量和效益的基础上,转变经济增长方式,实现发展速度、结构、质量、效益的统一。天津渔业历史悠久,河港交叉,水产资源十分丰富,素有“鱼米之乡”的美称。随着时代的变迁和人类的进步,渔业事业不断得到发展。特别是改革开放以来,渔业事业更是日新月异,飞速发展。发展是硬道理,但如何发展才能使天津水产养殖业实现可持续发展,真正成为一个成熟的优势产业是值得我们深思的。
