居民住宅与建筑业政策据乌方资料,乌全国现有住宅面积约3亿平方米,其中含470万个公寓式家庭住房。90%的家庭居住在公寓和个人自有住房里,8%的居民住在公共宿舍,2%的家庭租赁住房。1991—1993年间政府把120万套国有住宅出售给居民。政府考虑到居民的增加和住宅老化因素,决定每年要新建居民住房750—800万平方米。乌建筑管理机制正处于转轨时期,建筑承包工程市场在培育中,目前处境艰难,比如现行建筑管理机制与市场经济体制脱节,主管部门和建筑企业间相互依赖严重,
Residential and construction industry policies According to the Ukrainian data, the country’s existing residential area is approximately 300 million square meters, including 4.7 million apartment-style family homes. 90% of households live in apartments and personally owned houses, 8% of residents live in public dormitories, and 2% of families rent houses. Between 1991 and 1993, the government sold 1.2 million state-owned houses to residents. The government decided to build 7.5-8.0 million square meters of new residential buildings a year, taking into account the increase in residents and aging factors in the residence. The Ukrainian construction management mechanism is in a period of transition, and the construction contracting engineering market is under cultivation. The current situation is difficult. For example, the current construction management mechanism is out of line with the market economic system, and the interdependence between the competent authorities and construction companies is serious.
