上半年,大连市总工会“实”字当头抓组建,突出四“性”抓落实,实现了工会组建、发展会员工作时间过半,完成任务过半。截至6月底,大连市企业建会涵盖法人单位净增10977家,完成全年任务的77.53%;净增工会会员81972人(其中劳务工、农民工会员34394人),完成全年任务的68.28%。一是察实情,突出建会目标的针对性。制定了《大连市总工会关于2011~2013年推动企业普遍建立工会组织工作规划》,提出企业建会和会员发展三年目标任务。根据全市工会实际和建会空间,有针对性地分解建会任务。协调市统计局经济普查办公室和市总相关部门,将全市第二次经普数据6万多家企业法人单位名录和2010年缴纳建会筹备金的9000家企业名录全部发至各区市县总工会、各产业工会,其中经普数据更是细化到乡镇(街道)层面,有力地推动基层工会做好建会排查工作。
