在信息时代,互联网的跨国性、渗透性、交互性给朝鲜当局带来日益增大的国家治理和意识形态压力。金正恩执政后,朝鲜当局大力推进信息科技和网络发展,内联网普及速度加快,但对国际互联网依然严格限制。朝鲜互联网发展的速度、规模、水平取决于其国内政治状况及国际环境,其互联网政策的不确定性和反复性依然很大。就朝鲜半岛和东北亚局势而言,朝鲜网络政治效应的复杂性和全局性不应低估,各方须保持密切关注。
In the information age, the transnationality, permeation and interaction of the Internet have brought increasing pressure on the DPRK’s state administration and ideology. After Kim Jong Un came to power, the DPRK authorities made great efforts to promote the development of information technology and the Internet, and the popularization of the intranet was speeded up. However, the Internet still remained severely restricted. The speed, scale and level of North Korea’s Internet development depend on its domestic political conditions and the international environment. The uncertainty and repetition of its Internet policy remain significant. As far as the situation on the Korean Peninsula and in Northeast Asia is concerned, the complexity and overall effect of North Korea’s political network should not be underestimated. All parties should keep a close watch on the situation.
