2015年国家相继出台多项有关油气行业市场化改革措施文件,构建更为开放的国内油气行业市场体系已是大势所趋,市场化是未来进一步深化我国油气行业体制改革的根本特征和发展方向。市场化改革目的是通过市场竞争实现资源优化配置,市场机制的作用具体体现在激励与优化两个方面,激励即解决短缺问题,而优化则解决更高品质的服务与供给问题。推进市场化需要满足的条件包括四个方面:成熟的市场主体、透明的市场定价机制、有序的市场秩序、完善的市场监管。这四个方面的条件缺一不可。市场竞争
In 2015, the state has promulgated various market reform measures for the oil and gas industry. Building a more open domestic market system for oil and gas industry is the trend of the times. Marketization is the fundamental feature and direction for further deepening the reform of China’s oil and gas industry in the future. The purpose of marketization reform is to realize optimal allocation of resources through market competition. The role of market mechanism is embodied in two aspects: motivation and optimization. Incentives are the solution to the shortage problem, while optimization is to solve the problem of higher quality service and supply. The conditions for promoting marketization include four aspects: mature market players, transparent market pricing mechanism, orderly market order and sound market supervision.
