2005年3月29日在北京中苑宾馆召开了中国建筑学会第十一次全国会员代表大会。会上汪光焘部长作了重要讲话。讲话中强调了中央的指示精神“节能省地”。提出要从经济结构调整、经济增长方式转变和国家能源和粮食安全的战略高度研究思考建设节能省地型住宅和公共建筑,用新的理念深入研究其内涵。继续抓好建筑节地、节能、节水、节材(四节),注重降低建筑使用过程中总的资源消耗。以节能省地型住宅和公共建筑为目标和工作平台,从推广“绿色建筑创新奖”起步,加强城乡规划和标准等,依法促进城乡发展建设方式根本性转变,质量和效益根本性提高,建设节约型城市。大会选举并通过北京市建筑设计研究院总工程师洪元颐教授级高工为第十一届中国建筑学会建筑电气分会理事会理事长。
