一、软建设问题的提出从中央到地方,乃至企事业单位,在电化教育的基本建设方面,在电教器材设备方面所进行的投资,可以概括为广播电视大学的硬建设,对于从中国社会主义实际情况出发进行的专业建设,教材建设,组织体系和管理制度的建设,以及办学指导思想的建设等等,我们可以概括为软建设。各国电大的硬建设大同小异,而软建设才是决定和形成性质和特色的因素。根据六年多的办学实践,我们认为这个命题是可以成立的。硬建设可以花钱得到,而软建设必须是全体教职员生经过较长时
