随着老年人口的不断增长,人口老龄化的不断加剧,老年人的养老问题和生活状况成为我国当下关注的一个焦点问题。尤其是在改革开放以来工业化、城市化等社会变迁重大影响下,农村地区青壮年大量外出务工,家庭中老人缺少亲人的照顾和关怀,传统的家庭养老服务功能日益弱化。此外,受城乡二元制结构的影响,农村人口处于弱势地位,农村老人更属于弱势群体中的弱势群体。因此,农村老年人生活状况的好坏很大程度上影响着我国社会经济的发展、和谐社会的构建、全民小康生活目标的实现,同时也影响着农村精准扶贫攻坚战和全民实现中国梦的进展。本文通过从农村老年人社区照顾服务现状及问题入手研究,应用社区照顾理论,从社区照顾的视角提出了对农村老年人生活状况改善的策略和方案。
With the continuous growth of the elderly population, the increasing aging of the population, the old-age pension problem and living conditions have become the focus of our immediate concern. Especially since the reform and opening up, under the great influence of social changes such as industrialization and urbanization, a large number of young and middle-aged migrant workers in rural areas have gone out to work in large numbers. The elderly in the family lack the care and care of their loved ones, and the functions of the traditional family pension services have been weakened. In addition, affected by the dual urban-rural structure, the rural population is in a disadvantaged position and the elderly in rural areas belong to the disadvantaged groups among the vulnerable groups. Therefore, the living conditions of the elderly in rural areas largely affect the social and economic development, the construction of a harmonious society and the realization of the well-being of the general public. At the same time, they also influence the progress made by the rural poor people in assaulting the war against poverty and realizing the realization of the Chinese dream. Based on the current situation and problems of community care services for the elderly in rural areas, this paper applies the theory of community care and proposes strategies and programs to improve the living conditions of the elderly in rural areas from the perspective of community care.
