“一流企业卖标准,二流企业卖品牌,三流企业卖产品。”说着容易,但在过去,我国的IT企业就连生存都不易,更别说自己制定标准了。今天,随着我国IT企业实力的日渐壮大,我们已经逐渐有能力去参与标准的制定,或者制定自己的标准。尤其是北京市,作为我国的科研中心,背靠数量众多的科研院所和研究机构,在标准形成方面具有得天独厚的优势。实际上,这两年北京市在推动产业标准方面也的确做了很多努力。其中,最典型的有大唐电信的3G标准、3C“闪联”标准、IPv6、电子政务标准、RFID标准和中文办公软件公文文档转换标准等。总体来说,北京市在标准推动方面的工作可以分成两个部分:其一,是抓住在国际前瞻标准之下的市场机会;其二,是制定新的标准。

In general, Beijing’s work on standards promotion can be divided into two parts: one is to seize market opportunities under international forward-looking standards; the other is to formulate new standards.
